Desk review procedure

AR-0827-WG is a historical release review for the west-gate wall-marking incident. Use the entire retained viewing extract, not only the first picture. The desk freeze is 27 August at 21:10 site time.

Site time in August is BST, UTC+01:00. Logger timestamps are UTC. The picture stamp is the recorder display.

Bench slips record independent reference and picture readings. Recorders can drift between adjustments. Readings from different runs must not be combined; a clock adjustment starts a new run. A later adjustment does not restamp earlier tape.

Patch-book entry time is transcription time. The physical patch time determines the camera connection.

Picture notes identify the seven main letters on the wall, the object dropped during the attempted departure and how the visitor is moved away from the wall. Ignore the small flourish. Spaces, punctuation and letter case in the wall marking are immaterial. Exact seconds are not required.

Copy sleeves are index descriptions. Filed is a custody state, not a guarantee that an edited copy contains an uninterrupted source. Use a readback when checking the material and preserve its report with this review.

A manifest is a copy-on-write recipe: start with its parent and replace the stated output frame interval using the named strip from its source-in frame. Intervals include the first frame and exclude the last. Unreplaced frames retain their parent provenance. All viewing material runs at 24 frames per second.

An action group takes effect atomically in source sequence when COMMIT is recorded by the freeze. OPEN and ROLLBACK groups do not take effect. The printer may receive a committed group later. REVISE selects a new manifest; LOCATE changes a physical sleeve location.

Custody actions: RECEIVE creates Received, VERIFY changes Received to Verified, FILE changes Verified to Filed, HOLD changes Filed to Held, WITHDRAW changes Filed or Held to Withdrawn. LOCATE and REVISE require Filed. An invalid action invalidates its whole group.

A release packet must name the copy, active manifest and matching physical seal. Its receipt must be Accepted by the freeze. A printed packet without its matching accepted receipt is not a completed transfer.

The final dossier includes the recorder rate as picture seconds per site second. Give a ratio or decimal. The offset is picture display minus site time at the first picture. The readback and packet must refer to that same source and freeze.
